What is a sworn Polish translation?
A sworn Polish translation is an official translation between Dutch and Polish made by a translator who has been sworn in by a Dutch court and listed in the Register of Sworn Interpreters and Translators (Rbtv). The translator binds a signed statement, an official stamp and a signature to a copy of your document, which is what lets Dutch authorities such as the IND, your municipality, the courts and universities treat it as the official version.

What is the difference between a certified and a sworn translation?
In the Netherlands the two terms describe the same thing. A certified translation here means a sworn translation: one produced by a court-sworn, Rbtv-registered translator who attaches a signed statement and an official stamp. In some other countries a certified translation can be a simple signed declaration without that legal standing, so when a Dutch authority asks for a certified translation it means the sworn version.
If you are sending a document abroad, check with the receiving authority whether they need the sworn translation legalised with an apostille as well.

Sworn Polish translations — where and why they are used
Polish is the official language of Poland, with around 38 million speakers there and large communities abroad, including in the Netherlands. Demand for sworn Polish translations from the Netherlands is steadily high because of labour migration: Poland has been an EU member since 2004, and many Polish workers are employed here in construction, horticulture and logistics.
Poland has its own system of sworn translators (Tłumacz Przysięgły, appointed by the Polish Ministry of Justice). For incoming Dutch documents used in Poland, a Dutch sworn translation combined with an apostille (Poland joined the convention in 2005) is accepted by every Polish government body. For some court proceedings, Polish judges additionally ask a Polish Tłumacz Przysięgły to check the translation.
A specific legal point: Poland's civil-law system differs from the Dutch one. It has no "BV" but a "Spółka z ograniczoną odpowiedzialnością" (Sp. z o.o.) with different registration requirements. Translating a Dutch KvK extract for entry in the Polish court register (Krajowy Rejestr Sądowy) is a matter of mapping concepts rather than translating word for word.
