What is a sworn French translation?
A sworn French translation is an official translation between Dutch and French made by a translator who has been sworn in by a Dutch court and listed in the Register of Sworn Interpreters and Translators (Rbtv). The translator binds a signed statement, an official stamp and a signature to a copy of your document, which is what lets Dutch authorities such as the IND, your municipality, the courts and universities treat it as the official version.

What is the difference between a certified and a sworn translation?
In the Netherlands the two terms describe the same thing. A certified translation here means a sworn translation: one produced by a court-sworn, Rbtv-registered translator who attaches a signed statement and an official stamp. In some other countries a certified translation can be a simple signed declaration without that legal standing, so when a Dutch authority asks for a certified translation it means the sworn version.
If you are sending a document abroad, check with the receiving authority whether they need the sworn translation legalised with an apostille as well.

Sworn French translations — where and why they are used
French is the third most requested language for sworn translations in the Netherlands. The demand comes from France itself, French-speaking Belgium (Wallonia and Brussels), Luxembourg and, to a lesser extent, French-speaking Africa (Senegal, Côte d'Ivoire, Morocco, Algeria, Madagascar). France, Belgium and Luxembourg are part of the Hague Apostille Convention; for Senegal and Morocco an apostille is available but follows a different path, and Algeria and Madagascar still require consular legalisation through the embassy.
A sworn French translation needs attention for the difference between French and Belgian French, particularly in legal terms, and for the correct rendering of French authority names such as Préfecture, Tribunal administratif and Cour de cassation. The terminology matters: "avocat" carries a different role from a Belgian "pleider", and a Belgian "notaire" holds powers that a French one does not. Getting these wrong is a common reason a translation is sent back.
For a French mairie — for example when a Dutch national marries in France — the standard route is the Dutch original plus an apostille plus a sworn French translation. Belgian municipalities use the same combination, but the apostille goes through the Belgian Federal Public Service for Foreign Affairs rather than a French préfecture.
